The Pan Pacific Exposition was a World's Fair, an enormous event. Obviously an individual ticket was required to allow admission to each exhibit or event. But these 18 pages of tickets, all numbered 1925 were never used.
The book's title is: STOCKHOLDERS SEASON BOOK
We have to reach the conclusion that the lady pictured was a dignitary of some sort. There couldn't have been a photo ticket book for every person visiting the Fair, certainly not in 1915! A good guess is that her photograph on the book made her so special that she had no need to use tickets.
